Effective Date: July 8, 2025 

Purpose: To clarify the core responsibilities and conduct standards for the live streaming operations team (including streamer management, content review, technical support, moderation, compliance specialists, etc.), ensuring live content is lawful, compliant, professional, credible, and safe for interaction. To safeguard the platform’s reputation and prevent operational and financial risks.

1. General Provisions 

Platform Positioning 
  • Live content must focus on the platform’s core domains (e.g., fintech, investment education, industry analysis). Vulgar entertainment or irrelevant marketing is prohibited
Dual Compliance 
  • Strictly adhere to the “Online Live Streaming Marketing Management Measures,” “Financial Information Service Provider Management Regulations,” etc., in addition to general content safety laws (Cybersecurity Law, Advertising Law). 
Zero Tolerance Principle for Risks 
  • Prohibit any content that may cause user financial loss, market volatility, or legal disputes (e.g., stock recommendations, proxy trading, return guarantees). 

2. Core Responsibilities

Content Safety & Compliance Management 
  • Pre-Stream Review: Scripts/PPT must be submitted to the Compliance Team 24 hours in advance, highlighting sensitive content (e.g., case data, K-line charts). 
  • Real-Time Monitoring: Dedicated risk control officers; AI + human dual-track monitoring; keyword-triggered immediate stream interruption. 
  • Financial Red Lines:
    • Prohibited inducement language (e.g., “guaranteed profit,” “high returns”). 
    • Investment-related content requires an oral disclaimer every 30 minutes. 
  •  Advertising Disclosure:
    • Sponsored streams must open with: “This stream is sponsored by XX Brand.” 
    • Product demos must be labeled “Case Example.
Live Operations & User Experience 
  •  Professional Competence: Streamers must pass the platform’s financial knowledge certification. Stream access suspended after 3+ factual errors. 
  • Interaction Management: Sensitive comments (e.g., stock codes, complaint information) blocked immediately; user ID recorded and reported. 
  • Emergency Handling: Stream interruption resolved via backup line within 5 minutes; public notice issued within 15 minutes. 
  • Accessibility Support: Provide real-time captions/sign language window; financial terms explained in plain language. 
Technical Support & Data Security 
  • Streamer Verification: Streamer facial recognition + device fingerprint binding to prevent account theft. 
  • Recording & Archiving: Full recordings retained for 365 days; key streams encrypted and stored on judicial evidence platforms. 
  • Privacy Protection: Mic-connected users require secondary consent; virtual numbers mask phone number segments. 

3. Core Obligations

Compliance Training Obligation

New streamers must pass the “Ten Prohibitions for Financial Live Streaming” exam (>80%) before streaming. 

Conflict Disclosure Obligation

Streamers must disclose holdings of mentioned stocks/cryptocurrencies in advance; prohibited from trading related assets during streams. 

Data Confidentiality Obligation

Strictly prohibit leaking non-public operational data (e.g., viewership, user tipping distribution). 

Traceability Reporting Obligation

Submit technical traceability report within 1 hour upon detecting fraudulent traffic or malicious attacks. 

4. Implementation & Supervision Mechanism

Tiered Control Process 
  1. Streamer Self-Check
  2. Operations Preliminary Review
  3. Determine if Financial/Legal Content Involved:
    • Yes: Submit to Compliance Team for final review → Risk Control Officer monitors entire stream → Emergency plan activated.
    • No: Stream proceeds directly. 
Violation Handling 
  • Level 1 Violation (e.g., omitted disclaimer): Deduct 50% of monthly performance pay; suspend streaming for 3 days. 
  • Level 2 Violation (e.g., streaming without script review): Terminate streamer contract; pursue team management liability. 
  • Legally Violative (e.g., investment inducement): Preserve evidence for regulators; platform assumes full liability.
