1. Core Responsibilities

Advertising Ecosystem Development 
  • Strictly vet advertiser qualifications to ensure industry compliance (prohibiting gambling, fraud, and other illegal sectors). 
  • Establish tiered traffic pricing mechanisms to balance advertiser ROI and publisher revenue. 
  • Onboard ≥50 compliant advertisers monthly, maintaining an annual growth rate exceeding 20%. 
Traffic Quality Control 
  • Deploy anti-fraud systems (e.g., abnormal CTR detection, device fingerprinting), keeping invalid traffic rates ≤3%. 
  • Regularly scan publisher content to remove non-compliant media (e.g., infringing or low-quality sites). 
  • Implement traffic grading standards (A-S tiers) with differentiated revenue-sharing policies. 
Data Security and Compliance 
  • Anonymize user behavior data in compliance with GDPR/CCPA collection standards. 
  • Prohibit ad tags from collecting sensitive information (e.g., contact lists, precise location). 
  • Undergo third-party data security audits quarterly. 

2. Operational Collaboration Duties 

Cross-Department Coordination 
  • With legal teams: Develop Advertising Compliance Guidelines and risk disclaimer clauses. 
  • With technical teams: Monitor ad system load in real-time (fault response ≤15 minutes). 
  • With finance teams: Ensure T+7 settlement for publisher payments (error rate <0.1%). 
Customer Service 
  • Respond to advertiser complaints within 24 hours; provide solutions within 72 hours. 
  • Supply on-chain transaction proof for publisher revenue disputes; resolve within ≤5 business days. 
  • Offer VIP channels for top 10 advertisers by quarterly expenditure. 

3. Risk Management Responsibilities 

Ad Content Review 
  • Pre-screen all ad creatives (text/image/video), achieving 100% interception rate for policy-violating materials. 
  • Manually review sensitive industry ads (e.g., healthcare, finance) and archive approval records. 
  • Maintain a dynamic blacklist database to block high-risk advertisers in real-time. 
System Stability 
  • Ensure ad request response latency ≤1 second; daily downtime <5 minutes. 
  • Complete 200% traffic stress tests before major promotional campaigns. 

4. Revenue and Transparency 

Revenue Distribution 
  • Clearly publish revenue-sharing ratios (platform:publisher = 2:8 baseline). 
  • Provide real-time revenue dashboards supporting hourly data queries for publishers. 
  • Release Alliance Revenue Reports by the 10th monthly, disclosing fraud penalties and fund flows. 
Accountability for Violations 
  • Level-1 violations (e.g., data leaks, settlement fraud): 
    • Immediate dismissal of responsible personnel with loss recovery; team leads placed on probation. 
  • Level-2 violations (e.g., review oversights, delayed responses): 
    • Monthly performance penalties; mandatory compliance retraining and assessment. 

Execution Mechanism 

  1. Agreement Signing: All members sign Advertising Integrity Operation Commitment and Data Confidentiality Agreement.
  2. Monthly Audits: Compliance officers randomly inspect 100 ad records and 20 publishers’ traffic quality.
  3. Emergency Suspension: Halt all ad deliveries within 1 hour during major PR crises and initiate investigations.
